Andrés Manuel López Obrador expressed a consistently warm and supportive stance toward Cuba, rooted in his left-wing, anti-neoliberal ideology and a desire to act as an independent global leader. He publicly praised Fidel Castro as a visionary and maintained that the US economic policy, or 'blockade,' against Cuba was outdated, anachronistic, and inhumane. During his tenure, Mexico deepened relations, notably by sending oil shipments, often in exchange for Cuban medical personnel who provided services in Mexico's healthcare program. He framed his solidarity as being with the Cuban people against foreign interference, rather than endorsing the government's political system.

His position adhered to Mexico's constitutional foreign policy tenets of non-intervention and self-determination, which he invoked to reject external criticism of Cuban domestic affairs. While this support was evident in his personal admiration and official state visits, such as when he received the José Martí Order in 2022, it also generated internal opposition regarding human rights concerns and the use of Cuban medical staff.
