Howard Lutnick, serving as the U.S. Secretary of Commerce, is actively spearheading the Trump administration’s proposal for a “Gold Card” visa program. This initiative is designed to attract wealthy foreign nationals by offering a pathway to U.S. residency and eventual citizenship in exchange for a significant financial commitment, initially framed as a $5 million payment or a $1 million gift after rigorous vetting. He has defended the program as a means to secure the nation’s economic future by attracting “world-class global citizens” who will drive growth through investment and tax contributions, framing it as a mechanism to potentially address the national debt.

He has positioned the Gold Card as an elite alternative to existing investment-based immigration routes, such as the EB-5 visa, by emphasizing that previous recipients were taking in the “bottom quartile” of earners.
