Yoon Suk Yeol, during his presidency, maintained a firm, hardline stance toward North Korea, contrasting with previous administrations by prioritizing strong security alignment with the US and its allies. His cornerstone policy was the so-called “audacious plan,” which offered substantial economic benefits—including infrastructure modernization, food aid, and investment—contingent upon the North taking “genuine and substantive” steps toward denuclearization. This approach was seen as a clear policy statement supporting unification under the Republic of Korea model, explicitly calling for a "freedom-based unification" through expanding information access for the North Korean populace.

However, this strategy was met with hostility from Pyongyang, which viewed the economic incentives as a threat to regime security and rejected the proposal, later solidifying its stance by adopting a new nuclear law authorizing preemptive use. Furthermore, subsequent reports indicated that, in a bid to justify a failed martial law declaration in December 2024, the former president and his associates allegedly attempted to provoke military aggression from the North through actions like unauthorized drone flights. His overall approach led to a rapid regression in inter-Korean relations, with dialogue channels effectively blocked and military confrontation intensifying.
